The goal of Odisha Subhadra Yojana is to help women by providing financial aid, raising awareness about their rights, improving their health and education, promoting independence, encouraging business opportunities, teaching digital financial skills, and supporting their overall personal and professional growth.

Objectives

  • Provide financial support to improve women’s economic and social status.
  • Offer income assistance to eligible women, promoting their role in society.
  • Enhance health, nutrition, and education for women and their families.
  • Encourage financial independence and digital payments, while supporting personal and professional growth through better decision-making skills.

Benefits of Subhadra Yojana

  • Each beneficiary will receive a SUBHADRA Card (ATM-cum-debit card) for empowerment.
  • Eligible women will get ₹50,000 over 5 years (₹10,000 per year) if they meet the yearly conditions.
  • Payments will be made in two ₹5,000 installments each year.
  • The first installment will be given on Rakhi Purnima, and the second on International Women’s Day.
  • Funds will be directly transferred to the woman’s Aadhaar-linked bank account via DBT.
  • To promote digital transactions, the top 100 women in each village/city making the most digital payments will receive an extra ₹500.

Eligibility Criteria

  • The applicant must be a resident of Odisha.
  • They should be under NFSA or SFSS, or have a family income below ₹2.5 lakh.
  • The woman must be 21-60 years old, based on her Aadhaar Card. For 2024-25, she should be born between July 2, 1964, and July 1, 2003.
  • Women turning 21 after July 1, 2024, or 60 after that date, will get benefits only for the remaining eligible years.

Ineligibility Criteria

  • Women who receive ₹1,500 or more per month (or ₹18,000 or more per year) in financial aid from any state or central scheme are not eligible.
  • Women or their family members are also ineligible if:
    • They are a current/former MP or MLA.
    • They pay income tax.
    • They are an elected representative (except Ward Members/Councillors) in Urban Local Bodies or Panchayati Raj Institutions.
    • They are employed by the government (state, central, or public sector), or receive a pension. Workers like ASHA or Anganwadi are eligible if meeting other criteria.
    • They own a 4-wheeler (except for certain small commercial vehicles).
  • Families owning more than 5 acres of irrigated land or 10 acres of non-irrigated land are also ineligible.

Note – The definition of “family” follows the guidelines of NFSA or SFSS.

Identification of Beneficiaries

  1. Eligible women must apply for benefits from the scheme.
  2. Applications can be submitted offline with printed forms or online via the SUBHADRA portal.
  3. Free printed forms are available at Anganwadi Centres, Block Offices, Mo Seba Kendras, and Common Service Centres.
  4. Forms must be submitted at the nearest Mo Seba Kendra or Common Service Centre.
  5. If there are discrepancies between the form and Aadhaar, Aadhaar information will prevail.
  6. Applications will be verified against government databases and may require field checks.
  7. Applicants must self-certify their eligibility and complete e-KYC through face authentication using the SUBHADRA Mobile app.
  8. Beneficiaries can opt out of SUBHADRA, allowing benefits to support other women in Odisha.

Requirements to Receive Benefits under SUBHADRA

  • Eligible women must:
    • Have an Aadhaar Card or number in their name.
    • Link their mobile number to their Aadhaar.
    • Hold a single-holder bank account that is Aadhaar-enabled and DBT-enabled.
  • If they lack an Aadhaar number or have incorrect details, they must enroll or correct the information.
  • If they don’t have an eligible bank account, they can:
    • Open one.
    • Link it to Aadhaar and enable it for DBT.
    • Complete the e-KYC process.
  • In 2024-25, all beneficiaries will receive ₹10,000 from the scheme’s launch date, regardless of approval date.

Responsibilities of Applicants/Beneficiaries

  1. Applicants must open a single-holder bank account, enable it for Aadhaar payments and DBT, and complete the e-KYC process.
  2. They must provide accurate information; ineligibility may lead to benefit termination and legal action for fraud.
  3. If a beneficiary dies, their assistance is canceled, and undisbursed benefits cannot be claimed.
  4. Beneficiaries can opt-out if they become ineligible, such as by getting a government job or improving their financial situation.
  5. They are encouraged to make more online transactions to earn additional incentives.
  6. By applying, they consent to the use of their personal data for monitoring and evaluation.
  7. Beneficiaries must repay any overpayments promptly upon notification.

Subhadra Yojana Application Procedure

Offline –

  • Forms are available at Anganwadi Centres, Blocks, Mo Seba Kendras, and Common Service Centres.

Online –

  • Women who want to apply for SUBHADRA can submit their filled-in application forms at the Common Service Centres or at the MO Seba Kendras.
